The HKMA Unveils “Fintech 2030” at the Hong Kong FinTech Week 2025

The Hong Kong Monetary Authority (HKMA) unveiled "Fintech 2030" on November 3, 2025, at the Hong Kong FinTech Week 2025. "Fintech 2030" is a forward-looking strategy to drive Hong Kong’s fintech development and reinforce its position as a robust, resilient, and future-ready fintech hub. 

This comprehensive strategy centers on four strategic pillars collectively known as "DART": Data, Artificial Intelligence (AI), Resilience, and Tokenisation. Over 40 initiatives will be launched covering these areas to support innovation and practical applications in finance.

Key highlights of Fintech 2030

  • Embedding AI in financial services with enhanced use cases and the continued expansion of a generative AI sandbox for pilot testing.
  • Building a strong financial tokenisation ecosystem, including initiatives like Project Ensemble which supports real-value transactions using tokenized deposits and digital assets, and tokenization of real world assets such as government bonds.
  • Strengthening data and payment infrastructure to improve financial intermediation and inclusion.
  • Enhancing resilience across the financial sector to ensure sustained growth and readiness for future challenges.

This strategy marks an evolution from previous phases—Fintech 1.0 introduced digital banks and foundational fintech; Fintech 2.0 focused on practical fintech use, particularly in payments; while Fintech 3.0, now encapsulated by Fintech 2030, emphasizes resilience, deep technological integration, and ecosystem robustness.

The HKMA sees collaboration across public and private sectors and cross-border efforts as crucial to the success of this strategy, aiming to position Hong Kong as a leading international fintech hub through these innovations.
